How does Ursula K. Le Guin use imagery in The Left Hand of Darkness?

In Chapter Ten, the imagery of rain blurring the city and Genly's comment that Shusgis is somewhat vague around the corners returns once more to the idea of façade and veneer. It is an important concept in the book, and one that Genly fails to understand until it is too late.
