Who is Emil?

We first meet Emil when his stuck gets truck down the road from Wil's house, and Emil goes to Wil's house for help. At first, Wil imagines Emil is an axe murderer, which is compounded when he cannot understand a word Emil says. Emil is the local handyman. Wil's parents call Emil to fix the plumbing.
