Who seemed to be the true ruler of France during the reign of Louis XIII?

Although Louis XIII occupied the French throne the true leader of France was the king's Prime Minister, Cardinal Richelieu. Richelieu brought France into the Thirty Years War in 1633, not on the side of the Catholic forces, but on the side of the Protestants with the aim of establishing French supremacy in Europe.
