Earth dwellers who establish families are permitted a single child. Inhabitants of Mars, on the other hand, are allowed to have two children. Population control is depicted as a necessary answer to the problems of poverty and pollution that stem from overpopulation, as well as medical developments which prolong the average human life to more than one-hundred years.
