Why was Theroux sad his book was not being written as fiction?

Theroux said the difference between travel writing and fiction is that the former shows what the author sees and the latter discovers what the author knows. Had he written his book as fiction, he could have romanticized his encounters with many of his fellow passengers and made up exciting stories.
