Why did Theroux describe the Burmese government as a Buddhist bureaucracy?

The Burmese government was described by Theroux as a socialist country with a "notorious" bureaucracy. He believed the only way for citizens to deal with delays was with a traditional piety and belief in the equality of all. Buddhists could accept that nothing would happen in Burma because they did not expect anything to happen.
