How does the author use foreshadowing in The Gold of Tomas Vargas?

In the story's conclusion, the town's people expected that Vargas would be murdered when he did not pay off his gambling debts. The description of the Lieutenant in this case can be viewed as a type of foreshadowing. Comparing the violent nature of Vargas' death with the description of the Lieutenant's sadistic history makes him the most likely perpetrator.
