Who was the "Blessed Oliver Plunkett"?

Blessed Oliver Plunkett is a saint. Over the course of the story, Dangerfield thinks of the time when he went to St. Peter's Church in Drogheda to see Blessed Oliver Plunkett's decapitated head, remembering that touching the saint's head is supposed to be good luck.
