Why is Damaya in the barn at the beginning of Chapter Two?

Damaya is locked in her parents' barn after she pulls power to defend herself when shoved by a boy in the play-yard. When it was discovered that she had orogene powers, she was locked in the barn until someone could come and get her and take her away.
