Why does Eli Leibovich contact Saul?

When Saul is walking down the street, Eli Leibovich drives up behind him and asks him to lunch. He wants to offer Saul a job. Eli tells Saul that he does not want him to do anything that interferes with Joey's business. He is after the Fianzo Family.
