After Carlo's disappearance, Tommy says that the loss will affect Joey and he will not be able to think of Tommy in the same way. It will make it difficult for Joey to trust Tommy. So Tommy outlines a section that includes Red Hook, Gowanus, and a rectangle up through Brooklyn Heights. He tells Joey that will be his area, and he will operate the area independently of the Fianzos. Joey can hire whoever he wishes as long as Tommy gets a hefty percentage of Joey's earnings each month. This will keep the peace. The Russo widow will be left up to Joey to care for.
