Who is Ulmo?

Ulmo is the Lord of the Waves and one of the Valar. Unlike his brethren, who prefer to lock themselves up in Valinor and away from Morgoth’s darkness, Ulmo wants to help the people of Middle-earth. Ulmo’s power is tied to the water, and it is said on numerous occasions that he can only protect those who are close to bodies of water - especially the Sirion River. Ulmo is a protector who keeps the Gnomes concealed from Morgoth as possible. Once he sees Morgoth approaching Gondolin, he sends Tuor in an attempt to save them. While Ulmo cannot force people to listen to his words, he still gives them shelter and protects them after they flee Gondolin.
