The Valar represent the broken connection between people and the gods. While Ulmo tries to save the people of Middle-earth, the Valar actively ignore them. After the banishment of the Gnomes and the corruption of the Two Trees, most of the Valar close themselves off from the outside world. They refuse entrance to any Gnome messenger, prevent men from entering the city, and make every pathway to Valinor hidden or confusing. This, in turn, builds innate distrust and animosity between the the gods and the people that allows Morgoth’s corruption to spread unchecked. The narrator makes it clear that only by leveling Valinor and uniting the gods and men can light return to Middle-earth.
