Ulmo represents a benevolent deity. While the other Valar hide in their city in fear of Morgoth’s corruption, Ulmo is out in Middle-earth protecting anyone on Middle-earth who is willing to listen. He actively sends Tuor to Gondolin as a symbol of hope and protects him every step of the way. When Turgon ignores Ulmo’s warnings and Gondolin falls, Ulmo continues to give aid to the survivors, whispering directions to Voronwë that lead them directly to the Great Sea. While Ulmo cannot control people’s decisions, he provides everything he can to save them.
