Why did Gandhi end his campaign against the Rowlatt Act?

Gandhi encouraged the Indians to observe a hartal--a boycott of shopping, working and banking leading to a suspension of all economic activity. At the same time, Gandhi planned a campaign against the Rowlatt Act's limitations of civil liberties. The boycott resulted in violence and Gandhi called off his campaign. He took blame for miscalculating the dangers of the hartal. The most tragic incident occurred in Amritsar. British officials ordered their soldiers to fire on a massive crowd that had gathered. There were 379 people killed and many more injured.
