What happened that led to violence and arrests on August 9th?

The Indian Congress met on August 8th where Gandhi's proposal of another civil disobedience in the cause for India's freedom was approved. The next day Gandhi and many of his followers were again arrested. Violence broke out--buildings were set on fire, railroad tracks uprooted and British officials assaulted and killed. The Viceroy blamed Gandhi who rejected the blame. Rather, Gandhi responded that the government was to blame.
