Satyagraha received its first test in 1906, when the government announced that all Indians must register. Gandhi told his people to resist and pledge defiance. After protests grew, the government agreed to make the registration voluntary. Many Indians did not trust that the government would keep its word, but Gandhi insisted they should be trusted. When Gandhi tried to register, he was attacked and injured. After recovering, he registered and was joined by most of his followers. Only then did they learn that the compulsory aspect of the registration law had not been removed as promised. The Indians burned the registrations they had filled out. Gandhi encouraged the Indians to walk freely around Transvaal, the city forbidden to unregistered Indians.
