What trouble waits for Billy after crossing the river with the wolf who can't swim because of being muzzled?

Billy has trouble again when he's trying to cross a river and the wolf, probably because of her muzzle, cannot make the swim. When he jumps off his horse and returns to the other side of the river, there are men waiting for him.
