When McPhee asks why people choose to live in dangerous areas, he is given different answers by different people. These answers include: New home buyers aren't aware of the debris flow history of the area. Information on the danger is available but ignored. Nobody worries until a disaster happens, then the citizens sue the town. Sellers and realtors are supposed to disclose information on debris flows, but not all of them do. Property values have increased, and the area is considered desirable despite the risks and hazards.
