Who is Norman Church from The Concrete Blonde and what is their importance?

Accused of being the Dollmaker killer, Norman Church is shot dead while Harry Bosch is trying to effect his arrest. He is as bald as a baby and wears a toupee occasionally. Norman Church keeps an apartment in town of which his wife and children were unaware. Harry Bosch found him in this apartment and shot him dead after he refused to stop reaching for something Bosch assumed was a gun under his pillow. It turns out to be his toupee, but after he dies, Harry feels justified in the shooting having found multiple brands of makeup that match what was taken from the Dollmaker's victims.
