Why was Nail Chism framed for rape in the novel, The Choiring of the Trees?

Nail was framed by his brother-in-law, Newton County's chief administrator and a member of "the courthouse gang" that ran an illegal liquor business. His opposition to his brother-in-law's business led to the false accusations and conviction.
