Why does Phillip, Sr. say that Grace and Phillip should not leave Curacao?

Phillip, Sr. tells Grace that she and Phillip should not leave Curacao because it isn't safe to travel by ship. Since Grace is afraid to fly, she will not travel unless it's by boat.
