What is the nature of McCann and Goldberg's conversation regarding the newspaper at the beginning of Act 3, Part 2?

At the beginning of Act 3, Part 2, Goldberg asks McCann why he tears the newspaper into strips and says its such a pointless thing. McCann folds the strips and stops tearing them.
