The atmosphere serves as a symbol of belief. When Dyson first proposes the cult idea to Sasha, she agrees because she needs something and someone to believe in. The Atmosphere also gives Dyson something in which to hope: the betterment of terrible men. With time the cult proves capable of granting its members a sense of purpose, as well as faith in themselves.
