Why does Janet Bauer believe that the Orchid Alliance can’t repel an Immari attack?

The Allies are barely sustaining Orchid production. They can’t fight a war. For one thing getting Orchid to the front lines to keep soldiers alive is impossible. Forming an Allied army from survivors presents the problem of loyalty. Many survivors with healthy brain function are Immari sympathizers. So they don’t have the capability to repel an Immari attack.
