In Chapter 4, whom does David see besides Sloan?

David sees what appears to be a man, possibly an Atlantean. He is tall and dressed in a crisp black suit that looks like a military uniform. His skin is white, and he is clean-shaven. His hair is a thick white shock atop his head.
