Who is Dr. Barstow from The Abduction and what is their importance?

Dr. Barstow is the principal at Meg's school. He believes that Meg and her family are traitors, even though they've been cleared of all wrong doing. When Meg is bullied at school, he refuses to step in, and he even goes so far as to punish Meg for lashing out at them.
