Why does Poirot, along with the inspectors from Scotland Yard, decide to publicize the murders in the novel, The A.B.C. Murders?

After a discussion at Scotland Yard (with Poirot and the other inspectors), they decide to publicize the murders to show the permanence of the action and to scare the murderer into submitting.
