How have Naylor's fortunes changed when he returns to the Academy at the beginning of Chapter 7?

At the beginning of Chapter 7, Nick returns to the Academy to find BR chastened by the Captain's new affinity for his chief spokesman. The Captain has also doubled Nick's salary. Jeannette congratulates him with an abrasive sunniness. No one in the academy seems to know what is happening to Nick.
