Arthur Higgins is a former Dark Ops CIA operative. He worked for the agency for years, and he knows a lot of secret information. Paranoid, he surrounds himself with extremely tight security. Over the course of the novel, Higgins is kidnapped and murdered after Olson and Turnquist are killed.
