Why can Orsino not woo Olivia successfully in Twelfth Night?

At the beginning of Twelfth Night, Olivia is in mourning for her brother's death and refuses to see the noble duke, Orsino. Orsino loves her and wants to wed her, but his constant entreaties are anathema to her mourning mood.
