Why does the Clerk contact the authorities about the man who comes into his shop to buy a gun?

A clerk tells Robicheaux that a man purchased ammunition at his pawn and gun shop in New Iberia. When he began to spout off about Lee Harvey Oswald, the clerk became suspicious, eventually contacting the authorities and taking down the man's registration number.
