Why is the CA unit to remain in the Green Zone for a period of time in Chapter 13?

When Captain Coles returns, he informs the unit that he has learned there was a group of civilians discovered executed in a garage; they believe it was an act of the Khalid death squads. Because of this action, the troops are unsafe outside of the Green Zone.
