Who informs the CA unit that they are to remain in the Green Zone in Chapter 13?

In Chapter 13, Captain Coles informs the unit that they are not to leave the Green Zone in a group of less than seven soldiers and always in armored vehicles; Kennedy asks him to find out what's going on and he does so.
