What has made Corporal Victor Rios upset in Chapter 7?

Corporal Victor Rios received a letter from his mother and begins cursing as he reads it. When the others suggest that Rios received a “Dear John letter,” Rios responds that says his mother has written to say that his younger brother wants to join a gang; Rios is upset about this.
