Why does Hebdige think the mass culture "mythologizes signification"?

Hebdige believes the mass culture "mythologizes signification" as a way to control people. The purpose of this control is to limit or maybe even stop the growth of subcultures. The lack of subcultures lessens the chance of the dominant culture being overthrown.
