Oluo lays out three different rules of thumb that can help determine if a particular issue revolves around race or not. She acknowledges that this can be quite a difficult determination to make, for people of color as well as for white people. Hoping to provide readers with useful rules they can use as a litmus test, Oluo states that the issue is about race “if a person of color thinks it is about race”; “if it disproportionately or differently affects people of color”; and/or “if it fits into a broader pattern of events that disproportionately affect people of color” (23).
