They are marginalized citizens who, although they are part of the region, know that people see them as foreigners and second class citizens. Before the war, they were mostly non-citizens and were not afforded the rights of citizens. Although the war is over, since the internment and their return to the area, they have not ever gained an equal status with the other residents.
