Who is The Flasher (Richard Hastings) from Smitten and what is their importance?

Although a mystery through most of the novel, Richard Hastings is the notorious "flasher". Richard is a friend of Lizabeth's former husband. His "flashing" is meant to be a great joke..... Lizabeth's ex-husband, Kane, was the mastermind..... Hastings played along.
