Morris Zapp invites Arthur Kingfisher to join his Jerusalem conference mainly so that he can get some face time with someone who will be key in deciding who should have the UNESCO chair. He believes that if he can flatter Kingfisher enough and spend some time with him, he can impress the older man with his suitability for the position. He also, as a side benefit, alludes discreetly in his invitation to Kingfisher's half-Jewish origins, intimating that Jerusalem would be a wonderful place for him to see and enjoy.
