Who is Volescu from Shadow of the Giant and what is their importance?

Volescu is the man responsible for altering Bean's genetic makeup and "creating him" as an experiment to create a superior race. When Volescu was found out, he destroyed all the "experiments" except for Bean, who at age one escaped and lived on the streets of Rotterdam. Volescu teamed up with Achilles and stole Bean and Petra's embryos. Bean killed Achilles, and Volescu goes into hiding leaving Bean and Petra in a desperate search to find their children. When Volescu is found, they learn he has created a virus capable of creating an entire genetically-altered race with the same flaws and strengths as Bean—brilliant and doomed to die young.
