Leopold Lugones (1874-1938) was an Argentine poet and novelist. Borges refers to Lugones in his poems as frequently as any other person in contemporary history. Lugones wasn't a fan of Borges' writing, but Borges doesn't seem to have taken offense at his indifference. Lugones serves as a role model for Borges, though, he wasn't someone he would emulate. It is this connectivity to tradition and culture that Borges seems to value most in his relationship with Lugones, which in the poetry does not appear to have been a close friendship.
