why did sophie get so upset with her dad in chapter 13-18

Sophie's father comes to visit her. He is an impressive person who knows how to talk to people and shows much patience when Cap shares stories with him about Garland - even though Sophie can see he is bored stiff. Before he leaves, he shows Sophie a beautiful bracelet that he has bought her for her birthday. Despite that the present is seven months late, he tells her she can't have it quite yet. He is going to send it to the engraver before he sends it back to her through the post.
