Who is Frank Lyle from Running Out of Time and what is their importance?

Frank Lyle is a scientist who works for Clifton Village. It had been his idea to build a superhuman race and do experiments on people to create this race. Lyle poses as Mr. Neely. Shortly after Jessie escapes Clifton, Frank goes to Mr. Neely's old apartment and breaks in. He is there to answer the phone when Jessie calls and impersonates Mr. Neely. He thinks that Jessie should be killed because she knows too much about the true nature of Clifton. Lyle is manipulative, smart, and sneaky. He used Clifton and his money to build the village, but had an evil plan to use the Clifton residents all along.
