Rule 34 is set primarily in a futuristic Edinburgh, Scotland which is where the story opens. Beginning with a murder, it quickly becomes clear that this is not set in current time when the main character is concerned with transcription software at work and how vocalizing her feelings will affect it. The murder called in is described in only the most general terms as everything becomes part of a permanent record, and rather than describe the condition of the scene, the officer uses code phrasing to let his superior know what to expect.
