Who is Admiral Crow from Rogue Warrior and what is their importance?

When Richard is working on intelligence at the Pentagon, he brings reports to Admiral Crowe, who is deputy to the Chief Navy Officer. Crowe gives encouragement to Richard in the proposal for the establishment of SEAL Team Six. He also encourages Richard to get Admiral Hayward to approve Richard's bid to become the first commanding officer of SEAL Team Six.
