Tull's handy work is a conspiracy because it involves more than Tull. Tull has pulled in men and women from all over to help him with his plan. The men are stealing Jane's cattle; the women who work in her home are eavesdropping on Jane's conversations; and the riders are leaving her employ because Tull is threatening them and their families.
