Why does Venters shoot Wrangle? Why didn't one of the men do this before now? What keeps them from shooting the horses?

Venters shoots Wrangle as a way of killing Jerry Card, since he can't get a good aim on Jerry. This is a last ditch resort, as it is not honorable to shoot the large horse. Riders appreciate the horses and do not think it is fair game to kill or harm the horse.
