Why does Jane keep Milly's grave overgrown and hidden?

Jane keeps Milly's grave overgrown and hidden because Milly died under mysterious circumstances. Jane doesn't know who, but knows that someone, someday will come looking for Milly because she came to Cottonwoods with no family other than her daughter.
