In context, this quote directly relate to Chase giving back the stolen medal and admitting that he took it. He takes the blame for everyone... doesn't point fingers, simply does what he believes to be the right thing. We can infer that the "old Chase" thought nothing of the theft, but the "new Chase" has a conscience and a desire to do what's right. For the other students, there is confusion.... who is Chase, and as an honest, responsibility bearing, young man... is this the worst Chase of all.
